Leo T. Surla, Jr.

Leo Surla founded MetaMetrics Inc. to empower clients in achieving their program goals in the areas of economic and political expression, engagement, innovation, and fulfillment. In more than 40 countries, he has applied state-of-the-art methodologies for effective planning, evaluation, and implementation services to deliver social and economic programs that make a difference. His work has included technical assistance in formulating economic policy, legislative drafting and implementation, legal and governmental institution development, combating corruption, public-private partnerships, and local government strengthening.

He has conducted short and long-term projects for clients including state governments, the U.S. Agency for International Development, the World Bank, and the African Development Bank. He has served as Chief of Party or Team Lead for projects in the U.S., the Near East, Asia, Africa, Latin America and the Caribbean, Central and Eastern Europe, and Central Asia.

Mr. Surla addresses strategic objectives for programs for which data are frequently unavailable and must be obtained. His methodologies include focus groups, structured individual and group interviews, process and impact evaluation, logical framework analysis, review of organizational structure and relationships, identification of primary and secondary indicators, and the isolation and prioritization of programmatic issues. He is familiar with monitoring for results and the relationship of strategic objectives to intermediate results, baseline definition, and evaluation data collection. His toolkit includes a participatory evaluation methodology that involve community and government counterparts and stakeholders, which helps clients solve their own problems by engaging the most knowledgeable experts – the staff who run the programs and the citizens who are meant to benefit.

Mr. Surla completed his Ph.D. coursework in Economic Development at Vanderbilt University. He received a B.A. in Economics from the University of New Orleans, and studied Letras y Artes at Universidad de Guadalajara.
